Can we plant shrubs now (end of December)?

Can we plant shrubs now (end of December). We are going to landscape the front of our church and we would like to do it now instead of waiting until late February (we have the people available now). We also have seen good buys on shrubs. If we buy hardy plants, can we plant them now? If not, is it OK to buy now and save and plant later? there are shrubs for sale so I fell that we should be able to plant now???? thanks.

Winter is probably one of the best times to plant shrubs because our soil never freezes and most shrubs are dormant. Just choose a day when it isn't freezing outside and when the soil isn't too wet to make it difficult to dig and work the soil.
